Meet Anna
I’m Anna Kirkland, and I currently serve as Commissioner, Seat 2, for the Indian River Mosquito Control District.
I was born and raised in Indian River County, and it’s still the place I’m proud to call home. Serving the community that raised me is something I never take for granted.
Here’s a little about my background…
I graduated from Vero Beach High School and have continued my commitment to lifelong learning by earning certifications from the University of Central Florida, the University of Florida, and the University of Georgia, as well as an Associate of Science degree from Indian River State College. I am currently pursuing a Bachelor of Arts in Business Administration with a minor in Management and Leadership.
Professionally, I’ve spent my career in executive administration, supporting Presidents and CEOs in the legal, insurance, and construction industries. That experience has given me a strong background in budgeting, compliance, organizational management, and project coordination, skills I use every day as your Commissioner.
My family’s roots in Florida agriculture go back generations. In 2019, I founded the local chapter of IRC CattleWomen and continue to serve as its President, promoting agricultural education, youth scholarships, and community involvement.
In addition to serving as Commissioner, I currently serve by appointment on the Agriculture Advisory Committee, the Environmental Control Hearing Board, and the Comprehensive Economic Development Strategy (CEDS) Committee with the Treasure Coast Regional Planning Council.
Outside of public service, I’m blessed to be a wife and mom who enjoys spending time with family, going to the beach, traveling, staying active, and reading. Like so many families here, ours has been shaped by this community, and our children attend Indian River County schools.
Whether I’m serving on a board, volunteering in the community, or making decisions as your Commissioner, my goal has always been the same: to serve Indian River County with integrity, common sense, and respect for the taxpayers who call this county home.

Hands-On Service
I believe good oversight starts with understanding the work. I have taken the time to learn about District operations, visit mosquito impoundments, review reports and budgets, ask questions, and listen to employees doing the work every day.

Responsible Oversight
As Commissioner, my responsibility is to provide thoughtful policy and financial oversight. I remain committed to fiscal responsibility, transparent decision-making, and supporting effective, science-based mosquito control that protects public health.

Public Education and Outreach
I advocated for stronger public education and outreach. Today, the District connects with residents through school visits, civic presentations, public events, facility tours, and opportunities for the community to learn more about mosquito control.
Expanded Public Education
During my term, the District expanded its educational outreach through school visits, civic and neighborhood presentations, community events, facility tours, and public mosquito control information.
Working with fellow commissioners and District staff to strengthen
public service, communication, and long-term planning.
Progress During My Term
Greater Public Access
The District welcomed residents to its 2025 Open House and improved online access to public information, service requests, community feedback, treatment updates, and educational resources.
Planning for the Future
In 2023, the Board approved a 5-year strategic plan focused on fiscal responsibility, customer service, community engagement, science, research, technology, and environmental challenges.
